One electric company donates to low-income utility payment program

EDINBURG American Electric Power Co. donated $500,000 Thursday to a program

that helps the companys low-income customers pay their utility bills.

Julio Reyes, a Rio Grande Valley native who was named AEPs state president in

July, came to here to deliver the first of four checks to the Hidalgo County

Community Service Agency. The countys share of the system-wide donation

totals $8,074.

The company, which owns Central Power & Light Co., earlier donated $5,767 to

the county for its Neighbor-to-Neighbor program. The Cameron and Willacy

Counties Community Projects Inc. will get an extra $39,479 to help customers

living there who need help paying their bills.

The increased funding is intended to provide additional relief during the

interim period between now and the start date for competition, Reyes said.

Under the Neighbors-to-Neighbors program, low-income ratepayers can qualify

for two $100 checks each year that will help pay their monthly electric bills.

Maribel Navarro-Saenz, executive director of the Hidalgo County Community

Service Agency, said the program helps between 700 and 800 local CPL customers

annually.

The $500,000 will be shared by 37 community service organizations across

Texas.

Reyes, who last worked as the community service manager/coordinator in McAllen

for CPL, said the program would expand next year after retail electric

competition starts in Texas.

Ultimately, this program will be replaced and even expanded by the System

Benefit Fund when retail competition begins in January 2002.
